The security rules NPCI rolled out target these specific patterns. Some are invisible to users. Others change the actual flow of money you send.
What Are the Key New UPI Security Rules Users Should Know?
Six changes matter for regular UPI users.
Cooling-off period for new payees: The first transaction to a new UPI ID above ₹2,000 is now delayed, typically by 30 minutes to 4 hours, depending on the bank. Prevents scams in which attackers rush victims into large initial payments.
Enhanced beneficiary confirmation: For transactions above ₹5,000 to a new payee, the UPI app now shows the payee’s registered bank name before payment confirmation, not just the VPA. Users can catch mismatches, such as someone claiming to be “Rohan” whose account name is actually “Rakesh”, before hitting pay.
Device binding tightening: UPI apps now bind more strictly to a single device. Switching phones requires re-registration with the linked mobile number, and access to the old device is automatically revoked.
Session timeout during payment: UPI PIN screens time out after 15 seconds of inactivity. If a screen-sharing session is trying to capture your PIN, the timeout closes the window before the attacker can act.
Auto-freezing for suspicious activity: Accounts showing repeated failed PIN attempts, sudden changes in PIN patterns, or transactions matching known fraud signatures are now automatically frozen pending user verification.
Simplified fraud reporting: The Chakshu portal (chakshu.rbi.org.in) and the national helpline 1930 for cyber fraud now both integrate directly with major UPI apps. Reporting a fraudulent transaction takes fewer steps than it did in 2023.
How Do the New Rules Change UPI Payment for Regular Users?
For most people, the changes are invisible. Standard payments to saved contacts occur exactly as before. Friction shows up only in specific scenarios.
Sending money to a new person for the first time above ₹2,000 will have a short delay. Not seconds, often 30 minutes or more. Plan for it if you need to pay someone urgently.
Confirming the payee name before large transactions is a two-second check. It catches genuine impersonation attacks.
New device sign-ins for existing UPI accounts require verification through your registered mobile number and often a small test transaction. Switching phones now takes 10 to 15 minutes of setup rather than instant access.
Device binding matters most when sharing a phone. Family members who previously shared a single UPI-enabled phone will now need separate accounts on separate devices, or a single primary user with secondary access via UPI Circle.
What Can You Do If a UPI Payment Is Fraudulent?
Immediate steps, in order.
Report through your UPI app first. Most apps now show a “Report Fraud” option next to every transaction. Reporting through the app triggers automatic freeze requests to the receiving account.
Call 1930, the national cyber fraud helpline. Works 24×7. Faster than the earlier email-only channels.
File on the Chakshu portal at chakshu.rbi.org.in for RBI-level escalation. Free, requires basic transaction details and identity proof.
File on cybercrime.gov.in if the fraud involved criminal impersonation, threats, or identity theft.
The window matters. Reporting within 24 hours gives the best chance of recovery; receiving accounts get frozen faster, and funds can sometimes be returned before they are withdrawn.
Which UPI Apps Have Cleanly Integrated the New Security Features?
Most major UPI apps have implemented the new rules via NPCI-mandated updates. Interface quality varies.
BHIM, Google Pay, PhonePe, and Paytm handle the new payee confirmation and session timeout cleanly. Bank UPI apps (HDFC, ICICI iMobile, SBI YONO) implement all mandated features, but the fraud reporting flow is often slower to access.
